赤日炎炎，熱浪滾滾。2024年成都世界園藝博覽會（以下簡稱“2024成都世園會”）主會場內，人頭攢動，熱度不減。

作為園林園藝行業最高級別的專業性國際博覽會，世園會一直被譽為世界花卉園藝領域的“奧林匹克”盛會。早在2024成都世園會開幕之初，就備受關注。

本屆世園會是繼1999年昆明、2011年西安之后，西部地區第3次舉辦的世園會，也是川渝地區首次舉辦的最高規格的園林園藝盛會，不僅首次采用“1個主會場（成都東部新區）+4個分會場（溫江區、郫都區、新津區、邛崍市）”的模式舉辦，同時在展園總數、境外展園數量、協會和企業展園數量方面均創下了歷屆B類世園會之最，參展城市實現五大洲全覆蓋。

而作為這場國際性盛會的主會場所在地，成都東部新區也將迎來展現城市形象、彰顯城市價值的“高光時刻”。為了更好步入“世園時間”，抓住“世園流量”，打響世園主會場城市品牌，東部新區正全力以赴。

4月19日，成都東部新區以“世園主場·向新而行”為主題，在北京舉辦專場城市價值推介會，重點圍繞2024成都世園會及成都東部新區城市戰略規劃、產業發展等內容進行推介，同時發布成都東部新區2024年第一批投資機會清單，涉及投資額748.98億元。現場還設置2個分會場，借助京蓉兩地深入溝通交流的寶貴契機，聚焦產業建圈強鏈，培育壯大航空航天產業、文旅體產業進行了重點項目路演推介和合作洽談。4月21日，成都東部新區歷時1個多月全球征集、評審、評定，正式對外發布全新品牌宣傳口號“成都世園主會場、天府空港未來城——成都東部新區”，提煉新區優厚的生態本底、區位優勢和產業投資發展前景等元素，錨定成都世園會和天府國際機場兩大名片，以開放包容的姿態展現廣闊的發展前景和宏偉藍圖。

4月28日，成都世園會開幕僅2天，這座年輕的新區剛好迎來“四歲生日”，正趁著世園會的“東風”，向世界描摹“公園城市、幸福成都”的生動畫卷，讓“各美其美”的世界園林藝術匯聚一堂，在龍泉山東麓三岔湖畔“美美與共”。

面向世界，活力倍增

成都東部新區的誕生并不是偶然的巧合，而是謀定而動的從容。2015年1月，成都天府國際機場獲批建設，吹響了成都跨越龍泉山向東發展的序曲。2016年5月，簡陽市改為成都市代管；11月，四川省提出建設臨空經濟區。2017年4月，成都市設立空港新城和簡州新城。2020年1月，中央作出推動成渝地區雙城經濟圈建設的戰略部署；4月，四川省人民政府正式批復設立成都東部新區。每一次重大的戰略決策部署，都蘊含著深刻的動因和對未來的考量。

時逢全球百年未有之大變局，國際國內環境發生深刻復雜變化，把成渝地區打造成為繼長三角、粵港澳、京津冀之后的“第四增長極”，進而形成帶動全國高質量發展的重要增長極和新的動力源，將有效破解發展不平衡、不充分的問題，助推我國形成以國內大循環為主體、國內國際雙循環相互促進的新發展格局。

從服務四川發展看，“一干多支、五區協同”戰略部署是成渝地區雙城經濟圈建設的重要支撐，中國城市規劃設計研究院原院長李曉江認為，成都東部新區位于成渝發展主軸主干，有利于帶動成渝中部地區城市快速崛起，推動成渝相向發展。成都東部新區處在成（都）德（陽）眉（山）資（陽）的中心腹地，有利于推動成都與德眉資三市同城化發展，推動經濟和人口承載能力提升，打造高質量發展的增長極和動力源。

從推動成都發展看，破解大城市發展難題，是國家賦予成都的時代使命。成都跨越龍泉山向東發展，城市架構由過去的“兩山（西部的龍門山、東部的龍泉山）夾一城”變為“一山（龍泉山）連兩翼”。由此，成都實現“千年之變”。

成都東部新區確立了國家向西向南開放新門戶、成渝地區雙城經濟圈建設新平臺、成德眉資同城化新支撐、現代產業發展新引擎和彰顯公園城市理念新家園5個定位和開放樞紐門戶、臨空經濟引領、先進制造業承載、公園城市品質宜居4大核心功能。到2025年，完成7項重點任務。這7項重點任務是，構筑經濟和人口承載新空間、構建“臨空+制造”現代產業體系、打造科技成果轉化重要承載區、建設服務雙循環的門戶樞紐、推動重點領域綜合改革試驗、建設綠色低碳宜居新城和推進城鄉治理體系和治理能力現代化。

活力，來自成都東部新區自身的區位優勢和區域發展戰略。《成都東部新區總體方案》明確了成都東部新區作為推動成渝地區雙城經濟圈建設的重要承載區域，將以強化成都在成渝地區雙城經濟圈中的極核地位和國家中心城市功能，打造四川高質量發展動力源和高能級發展新平臺。成都東部新區成為成都發展戰略拓展和產業能級提升的承載地，其吸引力和關注度非同一般。這里與天府廣場和雙流國際機場的直線距離均為50千米，距離天府國際機場約為10千米，按照全新的“組群式”布局城市空間，城市融入了自然環境之中，整體構建了2個城市組團、5個產業功能區、88個未來公園社區。2個城市組團為空港新城和簡州新城，5個產業功能區從北向南依次為簡州智能裝備制造新城、國際空港經濟區東部新區片區、未來科技城、天府奧體公園和未來醫學城。成都東部新區擔負起服務“國之大者”、落實“省之大計”、辦好“市之大事”的重要戰略承載，吸引了世界的目光，各種人才和資源紛紛匯聚于此。

活力，來自高水平的對外開放和辦事效率。2023年9月25日，《成都東部新區條例（草案）》（以下簡稱《條例》）提請審議。這個為成都東部新區量身打造的《條例》，解決了成都東部新區的法律主體地位和管理體制問題，也解決了規劃管理、用地保障、項目建設等方面授權、賦能問題，以及經濟發展、服務保障等方面的問題。《條例》堅持“川渝一盤棋”和“應放盡放、科學賦能”的原則，給成都東部新區“松了綁”，注入了強大的活力。成都東部新區用足用好用活政策，區域規劃、項目招引、城市建設如火如荼。

活力，來自天府國際機場這個門戶樞紐。緊緊圍繞天府國際機場，成都東部新區強功能、集資源，推動產業不斷升級。一是對天府國際機場及機場高速沿線、重點區域的景觀進行打造和風貌整治，提升了城市環境品質，擦亮了新區窗口，城市會客廳亮眼奪目。二是加密京津冀、長三角、粵港澳大灣區等客貨運航線和世界各國的國際航線，拓展了客貨運通道。三是大力發展“空鐵公”多式聯運，通過成渝中線等高鐵，實現成渝城市1小時到達，周邊省會城市3小時連接，依托多條高速快速路網，構建毗鄰區域快速互聯網絡，提升了集疏運能力。四是集聚平臺優勢，擴大國際合作。成都東部新區成立以來，積極培育以先進制造業為根基、以臨空經濟為特色的現代化產業體系，目前已簽約重大產業化項目130個，協議總投資額超3000億元。

天府國際機場的開通運營和成都東部新區的高起點規劃、高水平建設、高質量發展，帶來了巨大的人流、物流和信息流，由此伴生的牽引能力、變現轉化和價值外溢效應十分明顯，涌入的新技術、新產業、新業態、新空間和新模式層出不窮，成都東部新區聚集的人氣、商氣也越來越旺。

面向未來，動力十足

自2023年9月以來，成都東部新區已經從初創期進入了轉段發力、從基礎設施建設轉向城市核心功能提升、從規劃設計轉向落地見效階段。面向未來，成都東部新區要實現“1447”總體發展思路，到2025年，基本形成成都東翼現代化新城框架，到2035年，初步建成成都與重慶聯動的重要支點。

“目標很宏偉，規劃很具體，要實現這個宏偉目標，實在是松不得勁，打不得閃閃。”成都東部新區上下認識高度一致。“十四五”期間，成都東部新區將認真作答“怎么干”的問題。

構筑與人口經濟承載、綠色低碳相適應的發展空間。空間布局為城市開發邊界和開發強度提供了根本指引，成都東部新區堅持以環境資源承載力為剛性約束，以國土空間開發適宜性為遵循，統籌生產、生活、生態三大空間，解決空間、規模、產業三大結構問題，協調布局生態空間、城鎮空間、城鄉融合發展空間和產業空間。生態空間、農業空間和城鎮空間占比分別為35%、37%和28%，其中城鎮空間中產業用地不低于40%，實現生產空間集約高效、生活空間宜居適度、生態空間山清水秀。

臨空是成都東部新區最大的特色，增量的制造業承載空間是成都東部新區最大的優勢。成都東部新區將打造具有比較優勢的臨空經濟示范區、高端制造業核心承載區和成渝科技成果轉化的新高地。臨空經濟方面，聚焦“航空維修制造、航空物流服務、航空運營服務和臨空消費服務”4個細分領域，構建臨空經濟產業鏈。智能制造業方面，聚焦“智能工業裝備制造、智能消費設備制造、綠色智能網聯汽車制造、高性能醫療器械制造和檢驗檢測”5個細分領域，引進一批鏈主企業，培育壯大一批骨干企業，實現產業規模倍增、能級躍升。成果轉化方面，充分發揮華西醫療健康學科優勢，積極創建國家醫學中心，高標準打造民航科技創新示范區、中國電信創新轉化中心、西部金融創新中心等創新平臺，探索公園城市“低碳產業”的路徑。

發展的根本目的是讓群眾的生活更幸福、更美好。到2025年，成都東部新區人均公園綠地面積達到15平方米，城市公園綠地500米覆蓋率達到80%以上，萬人擁有綠道長度達到1千米以上；境內軌道交通里程達到47千米，公共交通占機動化出行分擔率不低于50%，形成外聯內暢的交通路網體系；匹配保障性住房和公共服務設施，實現基本公共服務標準化、均等化、品質化，讓市民生活更有安全感、獲得感和幸福感。

經過四年的建設，成都東部新區的增長極和動力源作用逐漸呈現。2023年，成都東部新區實現地區生產總值302.8億元，同比增長21.3%，增速全成都第一。在賽迪研究院發布的“城市新區發展潛力百強”榜單中，成都東部新區蟬聯全國第一。“新產業、新技術、新業態、新空間、新模式”的發展潛力優勢明顯，成都東部新區在成都經濟大盤中的比重和地位不斷躍升。數據的背后，是一些重大項目的投資落地。這些重大項目的落地，不僅推動了成都東部新區的高增長，還布局了長遠發展的新賽道，構建了可持續發展的新動力。

It is a hot day under the burning sun.Still,the main venue of the International Horticultural Exhibition 2024 Chengdu(hereinafter referred to as the "Expo 2024 Chengdu")is crowded with enthusiastic visitors.

As the highest-level professional international exposition in the gardening and horticulture industry,the World Horticultural Expo has always been hailed as the "Olympics" of the global floral and horticultural industry.The Expo 2024 Chengdu had already garnered extensive attention as early as it was kicked off.

This is the third edition of the World Horticultural Expo,ever held in West China following the first in Kunming in 1999 and the second in Xi'an in 2011.It is also the highest-level exposition of its sort first held in the Chongqing area of Sichuan province.First,adopting the "1 main venue(Chengdu Eastern New Area) + 4 sub-venues (Wenjiang,Pidu,Xinjin,and Qionglai)"mode,this expo sets records in the history of Category B International Horticultural Exhibitions for its total number of exhibition gardens,number of overseas exhibition gardens,and number of association and enterprise exhibition gardens,with participation from cities across the five continents.

As the main venue of this international event,Chengdu Eastern New Area will also embrace a "highlight moment" to showcase the city's image and demonstrate its urban value.To better embrace the "World Horticultural Expo time",seize the flow of visitors to the event,and shine the brand of Chengdu as the main venue of the expo,Chengdu Eastern New Area is making tireless efforts.

On April 19,Chengdu Eastern New Area held a special city value promotion conference in Beijing,with the theme of "Main Venue of the Expo 2024 Chengdu:Moving Towards the New",to promote the Expo 2024 Chengdu and the urban strategic planning and industrial development of Chengdu Eastern New Area.Additionally,the first batch of investment opportunities in Chengdu Eastern New Area for 2024 was released during the conference,totaling an investment amount of RMB 74.898 billion.Leveraging the precious opportunity for in-depth communication and exchanges between Beijing and Chengdu,two sub-venues were set up to focus on building industrial clusters and strengthening industrial chains,and fostering the growth of the aerospace industry,cultural tourism industry,and sports industry.Key projects were showcased through roadshows and cooperation negotiations were conducted to facilitate collaboration and partnerships.On April 21,after more than a month of global solicitation,review and evaluation of proposals,Chengdu Eastern New Area officially unveiled its new brand slogan to the world-"Chengdu Eastern New Area,Main Venue of the Expo 2024 Chengdu and Future City of Tianfu Airport".The slogan captures the area's prominent ecological resources,regional advantages and promising prospects for industrial investment and development,while highlighting the two name cards of the World Horticultural Expo and Tianfu International Airport,thereby showcasing its vast development prospects and ambitious blueprint for the future with an open and inclusive attitude.

On April 28,just two days after the opening of the Expo 2024 Chengdu,Chengdu Eastern New Area celebrated its "fourth birthday".Amidst the clamor of the expo,it vividly portrayed a lively picture of a "park city and happy Chengdu" to the world,gathering world horticulture art of "distinct beauties" to "co-shine" at the east foot of Longquan Mountain by the Sancha Lake.

Facing the world to multiply vitality

Chengdu Eastern New Area was built upon a deliberate and well-calculated decision instead of a mere coincidence.In January 2015,Chengdu was granted approval to build the Tianfu International Airport,heralding the beginning of Chengdu's eastward development across Longquan Mountain.In May 2016,Jianyang was put under the jurisdiction of Chengdu.In November,Sichuan Province proposed the establishment of an airport economic zone.In April 2017,Chengdu set up the New City Airport and Jianzhou New City.In January 2020,the central government made a strategic deployment to promote the construction of the Chengdu-Chongqing Economic Circle.In April,Sichuan Provincial People's Government approved the establishment of Chengdu Eastern New Area.Every major strategic decision and deployment contains profound motivations and considerations for the future.

At a time when the world is undergoing momentous changes unseen in a century and the international and domestic environments are undergoing profound and complex changes,building Chengdu-Chongqing region into the "Fourth Growth Pole,”following the Yangtze River Delta,Guangdong-Hong Kong-Macao Greater Bay Area,and Beijing-Tianjin-Hebei region,will create an important growth pole and a new source of driving force for high-quality national development.This will effectively solve the problem of unbalanced and insufficient development and help China shape a new development pattern in which China's domestic market remains the mainstay,with domestic and international markets reinforcing each other.

To serve the development of Sichuan,the strategic deployment of "developing one main pillar and multiple pivots and promoting coordinated development of five economic zones" plays an important role in the construction of Chengdu-Chongqing Economic Circle.Li Xiaojiang,former president of China Academy of Urban Planning & Design,holds that Chengdu Eastern New Area,located on the main axis for the development of Chengdu and Chongqing,will contribute to the rapid rise of cities in the central area of Chengdu-Chongqing region and propel the whole region to advance ahead.Located in the heartland of Chengdu,Deyang,Meishan and Ziyang,Chengdu Eastern New Area is conducive to boosting the integrated development of Chengdu,Deyang,Meishan,and Ziyang,promoting economic and population carrying capacity and creating a growth pole and a source of driving force for high-quality development.With respect to the promotion of development of Chengdu,tackling the challenges of urban development is the mission bestowed upon Chengdu by the nation in this era.As Chengdu expands eastward across the Longquan Mountain,the city's structure has shifted from the previous "A city sandwiched between two mountains(Longmen Mountain in the west and Longquan Mountain in the east)"to the present "A mountain(Longquan Mountain)linking two wings".Thus,Chengdu has achieved its "Millennial Transformation".

The vitality comes from its high-level openness to the outside world and its efficient work efficiency.On September 25,2023,the Regulations for Chengdu Eastern New Area (Draft)"(hereinafter referred to as the Regulations) was submitted for deliberation.The Regulations,as tailor-made for the Chengdu Eastern New Area,solve the problems of the status of the legal subject and the management system of the area,the authorization and empowerment regarding planning and management,land use guarantee and project construction,and the economic development and service guarantee.The Regulations adhere to the principles of "unified development of Sichuan and Chongqing" and "delegating power to subordinates as appropriate for scientific empowerment,' which "emancipates" and injects new momentum into the Chengdu Eastern New Area.By fully leveraging policies,Chengdu Eastern New Area is actively engaged in regional planning,attracting investment projects,and driving urban construction.The area is buzzing with activity and experiencing robust growth in these aspects.The vitality stems from the gateway hub of Tianfu International Airport.With a strong focus on Tianfu International Airport,Chengdu Eastern New Area strategically centralizes its functions and resources to drive continuous industrial upgrading.First,it focuses on enhancing the landscape of Tianfu International Airport,airport expressway,and key areas along the way,which significantly elevate the quality of the urban environment,making this gateway and city reception area dazzling and welcoming.Second,it has increased the frequency of passenger and cargo routes connecting the Beijing-Tianjin-Hebei region,the Yangtze River Delta,the Guangdong-Hong Kong-Macao Greater Bay Area,and various international destinations.This expansion has effectively broadened the channels for passenger and cargo transportation.Third,it is vigorously promoting the development of the "air-rail-highway" multimodal transport.By leveraging high-speed railways such as the Second Chengdu-Chongqing High-speed Railway,it becomes possible to travel between Chengdu and Chongqing in just one hour,and reach neighboring provincial capitals within three hours.With the support of a well-connected network of expressways and fast roads,it has built an efficient and interconnected network with adjacent regions,greatly enhancing its collection and distribution capacity.Fourth,it is striving to integrate the advantages of platforms to expand international cooperation.Since its establishment,Chengdu Eastern New Area has been actively cultivating a modern industrial system with advanced manufacturing as its foundation and a focus on the airport economy.At present,it has signed contracts for 130 major industrial projects,with a total agreed investment of over RMB 300 billion.

The opening and operation of Tianfu International Airport,along with the high-starting point planning,high-level construction,and high-quality development of Chengdu Eastern New Area,have brought about a tremendous inflow of people,goods,and information.This has resulted in evident traction capacity,monetization,and value spillover effects.With more new technologies,industries,business formats,spaces,and modes springing out,the popularity and commercial atmosphere in the area continue to thrive.

Facing the future with great momentum

Since September 2023,Chengdu Eastern New Area has transitioned from its initial startup phase to a stage of accelerated development.It has shifted its focus from infrastructure construction to the enhancement of key urban functions and from planning and design to actual implementation.Looking into the future,Chengdu Eastern New Area aims to achieve the "1447" overall development strategy,basically forming the framework of a modern new city in the east wing of Chengdu by 2025 and preliminarily building itself as an important fulcrum for the linkage between Chengdu and Chongqing by 2035.

"Our goal is grand,and our planning is concrete.To make it happen,we can't let loose the slightest bit."All officials and staff of the Chengdu Eastern New Area have come to a consensus.During the "14th Five-Year Plan" period,Chengdu Eastern New Area will diligently answer the question of "how to do it" with careful consideration and strategic planning.

Chengdu Eastern New Area is committed to building a development space that is compatible with the carrying capacity of population and economy,as well as green and low-carbon principles.The spatial layout provides fundamental guidelines for urban development boundaries and intensity.Adhering to the rigid constraint of environmental resource carrying capacity and following the suitability of land space development,the area makes overall planning of the production,living and ecological spaces,solves three structural problems of the space,scale and industry,and coordinates the layout of eco-space,urban space,space for integrated urban-rural development,and industrial space.Eco-space,agricultural space,and urban space account for 35%,37%,and 28%,respectively.At least 40% of the urban space is assigned to industrial use,thus making the production space intensified and efficient,the living space livable and enjoyable,and the eco-space picturesque.

The proximity to the airport is the biggest characteristic of Chengdu Eastern New Area,and the availability of additional manufacturing capacity is its greatest advantage.Chengdu Eastern New Area is poised to establish a highly competitive airport economic demonstration zone,a core carrier for high-end manufacturing industries,and a new highland for scientific and technological achievement transformation in the Chengdu-Chongqing region.In terms of airport economy,it focuses on the four sub-fields of "aviation maintenance and manufacturing,aviation logistics services,aviation operation services,and airport consumption services",to build an industrial chain of airport economy.With respect to the intelligent manufacturing industry,it focuses on the five sub-fields of "intelligent industrial equipment manufacturing,intelligent consumer equipment manufacturing,green intelligent connected vehicle manufacturing,and manufacturing,testing and inspection of high-performance medical device,”attracts a number of chain-leading enterprises,and cultivates an array of backbone enterprises,thus multiplying the industrial scale and capacity.Regarding the achievement transformation,it fully leverages the medical and healthcare discipline strengths of West China Hospital,Sichuan University,actively builds a national medical center,and establishes high-standard innovation platforms such as the Civil Aviation Technology Innovation Demonstration Zone,China Telecom Innovation and Transformation Center,and West China Financial Innovation Center,exploring the pathways for developing "low-carbon industries" in the park city.

The essential objective of development is to make people's lives happier and better.By 2025,Chengdu Eastern New Area will feature a per capita park and green space area of 15m2,achieving a coverage rate of over 80% for urban park and green spaces within a 500-meter radius and ensuring that each ten thousand residents have access to greenways measuring at least 1 kilometer in length.Furthermore,the area plans to expand its rail transit network to cover a distance of 47 kilometers,with public transportation accounting for no less than 50% of motorized trips,creating a well-connected transportation network both internally and externally.Regarding housing and public services,the area aims to provide adequate support for indemnificatory housing and public service facilities.It strives to standardize,equalize,and improve the quality of basic public services,enhancing the sense of security,fulfillment,and happiness among the citizens in their daily lives.
